It also looks like you can run services in the host should you wish to. I haven't seen anything that says the host counts against one of the two VM licenses either with just Hyper-V, or also with additional services. In Server R2 Enterprise, you had 4 licensed copies total. So if you ran any services on the host other than using it as a Hyper-V server, that counted as one of your licenses. But even then, you could run the full Windows, not just the free Hyper-V server, on the host, and still have 4 licensed VMs.

So I think the only reason for the free Hyper-V server is if you want a free host license to run entirely non-Windows VMs.
